Does anyone know if there is a handy program that will take care of refreshing the web page automatically?

If you mean a page that you have control of:

<meta http-equiv="Refresh" content="5;URL=http://www.website.com/index.html" />

I mean the very pages that we are using now and other web pages that it is important to keep uptodate are

Some browsers like Opera allow you to reload a page automatically at regular intervals.

 

Firefox has an extension that lets you do the same thing.

you could also write a little framed webpage that'd do it for you, I wouldn't recomend this though....
