well s/he could be meaning that all life on the planet goes extinct. but this does not necesarily mean that water breaks down into hydrogen and oxygen. i don't really have much of an idea what s/he is thinking. pretender can you expand a little please.

If a planet exploded and atomized the water and atmosphere, with space being so cold, the water would reform again because the water molecule is such a stable low energy state of chemistry. One will eventually get all types of space clumps composed of minerials within an ice matrix.

within a nice matrix? So the first one right? Cuz the last two sucked.

 

And to answer the actual question:

 

There are lots of hydrogen clouds in space, but not because of planets exploding. Most of it is left over after the cooling of the universe left energy to coalesce into molecules. Pre-stars kinda.

Water in space would be ionized into hydrogen and oxygen to do solar radiation.
