Shrinking everything in electric arc welding ?

Hi.

Is it possible to reduce all about arc welding; like using a sewing needle-size electrode, much less current... to work on tiny parts, with either arc, TIG or MIG ?  🙄

 

By the way... is there a minimum size for a flame; that smaller does not sustain ?
