Summer 2018 I went to a place with a lot of grass, and I heard grasshoppers here and there, but nothing special, it was mostly very silent. Summer 2019 I went to the same place, around the same time, and I heard them absolutely everywhere, coming from every direction, even when walking a good distance, they were making noise everywhere. Do they tend to skip a summer?

There are so many variables it is hard to tell.

Are you sure the insects are grasshoppers?  What species of grasshopper were they?  Was exactly the same time as the year before?  Was it a different time of day?  Was the foliage the same lushness?  Was the weather prior to visiting there significantly different than the year before?

It seems to me that I hear them every year
