Taking a picture/videotaping the TV or computer

I looked at the computer through the mirror and I was reminded of something. The screen looked like it had gray horizontal static bars constantly moving upwards. (Hard to describe). I saw a similar effect using a digital camera to take a picture of the tv a long time ago. I also saw on tv that a tv in the tv was doing the same thing. Why does this happen?

isn't that just because of the tv's refresh rate?

Ie, the TV refreshes slower than your camera, causing there to be the grey lines.

So, your camera is faster than your tv, so picks up all the lines.

I always presumed that was what it was

Seeing it through a mirror is curious indeed.

 

But yes, when trying to take a picture, the lines are due to different refresh rates.
