You are reading the graph wrong. Your interpretation doesn't make sense if you look at the larger graph, which extends |α| down to less than 10-10. Also note that the vertical axis on that plot from physicsworld.com should be absolute value.

 

What they are ruling out are Yukawa-type potentials as a modification to gravitation.
