Deriving Joule's law from Maxwell's equations

I was wondering if Joule's law can be derived from Maxwell's equations, and if so, how?

Add quantum and material's presence and properties ..... and begin to derive the whole issue from the beginning ..... can you do it?

 

By the way, I can remember that there are 2 Joule's Laws: one for heat and the other for gases (if not one a feature to the second or 2 faces to the same coin).
