Think about this case.

The Sun is a big mass object.

So the gravity is very big as you know.

The ray emitted from the Solar photosphere come to Earth every minute.

Then, Is the light speed between the Sun and the Earth constant?

Which one is more similar to that phenomena?

Honestly, it will depend on the coordinates you use. However, general relativity says that in "small enough" regions of space the space-time is flat. This mean that one can pick coordinates in which the speed of light is constant and given by "c".

 

So, "locally" the speed of light is constant and agrees with that of special relativity.
