How to measure standard gravity more accurately on the Earth?

Suppose you use a very precise gravimeter to accurately measure the acceleration due to gravity all over the Earth. Suppose that after doing this you find that the average value, however you define "average", differs from 9.80665 meters/second2 (which it almost certainly will). Will that finding change the value of what we call "standard gravity"? No. You don't measure standard gravity. "Standard gravity" is exactly 9.80665 meters/second2, by definition.
