Could Planck Time be "The Framerate of the Universe?"

Analysis of Hubble Space Telescope Deep Field images in 2003 led to a debate about the physical implications of the Planck time as a physical minimum time interval.

in which case could that mean that there is a transition period between one state of the universe and another, kinda like the framerate on a movie?

I guess you could think about it like that. However, I expect it really to represent a breakdown of our classical ideas about time, which are complicated enough as it is.
