And if so what frequency range would it be in?

the frequency is proportional to the bond energy. Use E=hv to determine the frequency of the photon required. You can find the bond energy at wikipedia and h is planck's constant, which you can also find on wikipedia

but here E=HV will not work because this can also produces cation and anion . look for vibrational energy of hydrogen molecule on wiki .
