Where do I need to post a thread for help on building a capacitor bank charger?

Good question. I'd go for Engineering or perhaps Experiments ,Equipment or Projects.

 

If you put it in the "wrong" place, a moderator might move it. That's no problem, especially for new people. So, just post the question, and make sure to be as clear as possible.

 

A good question (with explanation what you already know, and perhaps why you need it) is more important than finding the right place.

And be specific about how this cap bank will be applied, as it really helps the design. Like if they are all in parallel, you can just use a regulated supply with a resistor on the output. If it is for a marx generator, or voltage doubler, you will have to use something else.
