Interation between Ions and a Plate

If i charge a plate (+) and under that plate (being contained by something so they won't disperse) are (+) charged ions, if there are enough ions then won't the plate float due to the repulsive force of like charges?

There will also be negative ions and charges present.

yes the (-) charge of the plate will not be facing the ions tho. and y would there be (-) ions?

Simply said: you cannot have only positive or only negative charges. They always come together.

 

There is a possibility to create a small charge, but that means that for example the positive particles outnumber the negative ones by 0.0001% or so. (No massive difference).
