Well, I haven't been introduced to his nonstandard ideas, but this particular comment is not so out of the ordinary as to call him a crank, I think. It's not like we have set foot on the nature of time, since we don't know exactly what is it about time that can be dilated except our measurement of the periods between events (not the observation of the "fabric" of spacetime itself). Einstein defined it operationally only, not physically, so I wouldn't be too hung up on the precise nature of time.

 

It's not like an incorrect or inconsistent theory can't have correct or consistent ideas among all the crazy talk, right? Anyway, I don't know what else he used to claim nor if it had any consistency, so I'm in no position to judge (and I don't care to judge him either).
