Does anyone know how to build a yo-yo that takes the longest time to descend a diastance of about 10 meters?

Longest time to descend? You'll want as much friction between the string and the yo-yo as possible (without it catching fire). The sides should be really tight against the string, maybe the insides should be lined with sandpaper or something else to really crank up the friction.

Is this for a competition or something? If it is then I would also attach a helium balloon, the difference that it'd make would be tiny, but it would make for good show.

Aren't you in the same competition as other guy in other thread? He was asking the similar question.
