The three nuclei in ozone are equally electronegative. There is no partial positive or negative charge.

 

It also does not rotate the plane of light.

On a similar vien, are ozone molecules bent or straight? If they're bent, does ozone dissolve in water easily? Using some high school physics, octet ruling suggests bent, but no permanent molecuar dipoling? Comments?

it doesn't dissolve as well as O2 in water because it is bigger. and yes it is bent with a bond.

I also believe that ozone would react with the water and decompose into oxygen gas.
