When driving on a uneven road, the oil level in the oil tank will change and become unstable.

Why does the oil amount indicator on the panel always maintain stable?

Hello! What kind of vehicle are we discussing, and what indicator? On cars, as far as I know, the oil indicator on the dashboard is relying on measurement of oil pressure rather than oil level. Low oil pressure means the pump isn't circulating enough oil, or there isn't enough oil in the system for the pump to circulate.

Here's a quick followup, since some cars also have an oil level gauge, exposed to the issues you stated in your original post above. Porsche, for instance, solve that by measuring some specified time:
