If the universe wasnt expanding, what will happen regarding

a) red shifts in galaxy spectra

b) the temperature of cosmic background radiation

To "a", there wouldn't be any as it is an affect of the universes expansion.

To "b", I have no idea, I guess it wouldn't fade away nearly as quickly.

Why should a lack of expansion of the universe imply no relative motion between two galaxies ?

It wouldnt. But there would be less redshifts and probably some more blueshifts too.

That would be a much better guess !
