  1. Ok think of it this way if you have a shallow dish thats halfway filled with water and rock it back and forth it creates waves that maintain the same consistency throughout. Now if you were to add a solid mass to this dish that is 10 x the density of water and rocked the dish back and forth it would create bigger more unstable waves while leaving the level of water pretty much the same. So in theory the biggest concern wouldn't be the rising of the water but the affects the masses would have on the overall force of the tides it would create bigger more unstable waves.
