Are earthquakes the result of impulse forces acting at a point ?

While a bit of an oversimplification, earthquake forces can be seen as acting on a plane when a fault ruptures.

 

And do they obey the inverse square law ?

The forces obey laws of linear elasticity. See also seismology for descriptions of the character of different waves generated by earthquakes. :)
