I have a multiplier circuit that multiplies a 2-bit number(0-3) with a multiplier factor of, 0, 1 or 2, ignoring 3 (not interested in result)

 

So I have my truth table made and I understand everything about the question except the actual circuit. Asides from the "Don't care" answers, would I count every non-zero product to be 1?
