I got this link from another site, but I'm too dull to understand it. So, I pass it on to you. Apparently a professor from UCONN came up with the concept and it is supposed to be under construction.

I'm struggling to see any strong links with time travel in it, but it seems to suggest that light, and presumably other EM radiation is capable of gravitational effects (or least a comparison between gravitional force at the weak forces) Interesting how its mentioned about the interactions between two parallel beams of light. Almost identical to the methods of defining current.

 

Not sure how they differentiate between the lights "beams" and the electromagnetic fields that create them??
