Anybody know where I can learn how to answer this question? I have no idea where to even start and I can't seem to find anything on Google. Any help would be much appreciated. Thanks.

Come On Harry - you need to put in some time and show what you have managed so far - a bit of background to the question might help as well

Like I said - I have no idea where to even start! I'm not asking for answers to the question (it's not even homework, it's a past exam paper I'm looking at), I just want some tips on how I can answer it.

lot's of stuff is present on google on hardwired logic. You may not find exactly "hardwired decoder" but try understanding it from what is hardwire or microprogrammed logic.
