what is the system of measurement used to calculate the vicious/viscious quality of a fluid? what is the formula to calculate this?

The keyword you are looking for is viscosity. Just look it up on Google and you'll find a ton of information.

 

For practical measurements, I guess I have to advise you to look up viscosity measurement.
