Thermal equilibrium of semiconductors

What do you actually mean by thermal equilibrium? From what I know, a system in thermal equilbibrium cannot do external work or else it will violate the 2nd law of thermodynamics.

 

And why do we always use Boltzmann statistic to model and derive so many semiconductor equations?
