Dark current in photoreceptor cells

Why is the default potential of a photoreceptor cell hyperpolarized? Why is it that more neurotransmitter is released in the dark than in response to light? I can't understand this and my textbook does not go into why it is the case, it just states it as a matter of fact and being "unique".
