Does displacement current produce magnetic field?

According to the following paper, the displacement current doesn't produce magnetic field. Is the Maxwell's theory wrong?

Poincare pointed out that the displacement current violate momentum conservation. How about the energy?

Why do we still use Maxwell's equations?
