can the electricity stored in a capacitor be released slowly and controlled?

yep. the technology to do this is called a resistor(variable resistor optional).

 

EDIT: i should probably point out that this would be the simplest and crudest method of regulating power output from a capacitor and that there are other ways of doing it but i don't know any of the details.

i thought probably so but i wasnt sure if the amount of electricity would jus make the resisitor heat up too much

physics is not my strong point and i havn't had much experience in it

yes a lot of the energy would be dumped into the resistor but you can get useful work out of the rest. and there are other ways which iirc are much more efficient than a simple variable resistor in series with the equipment.
