Do you think that the Universe happens randomly, or is there something that decides what happens, and what time etc.

The words you use are a bit ambiguous, but 'something that decides' implies that it has awareness, or intellect, or at least some decision-making engine, something for which we have no evidence nor which our theories require to maintain consistency.

...or is there something that decides what happens...

 

Would that "something" be a God?

That something depends on what u believe, be it God, or whomever u worship..or theres a piece of paper with everything written on it, somewhere in the cosmos
