It might be the "Karl Fischer" reagent.

 

As far as I know it is prepared by ordering it from a chemicals supplier, online or by phone :D

 

I've never heard of people making it themselves, but I'm sure it's possible. Look up Karl Fischer reagent. It's used for measuring the water content of solutions by titration (especially of solutions that are supposed to contain little to no water).
