IR (Insulation resistance) of a capacitor?

When I measure the IR of a capacitor with IR meter. First I need to charge the capacitor, normally with its rated voltage, charge the capacitor for a certain time. When I use higher charging voltage, the IR measured is also getting higher. Why?
