how does it lower the T-cell count? Why would someone be more prone to infections?

Il-2 is a T cell proliferation cytokine. deficiency in its production or lack of receptors for it on T cells will prevent T cells from proliferating when activated resulting in an inability to respond to infection sice T cells are important for cellular and (activation of) humoral immunity.
