umm, generally its not. carbon tetraoxide can only exist as a transition sate and would have a mean lifetime of a couple of femtoseconds.

actualy be you`de be hard pushed to even accomplish that with ozone O3.

There is no such stable compound as CO4.

 

There are CO2(O=C=O), CO(C=O) and C3O2 (O=C=C=C=O).
