Does anyone know what this error means (for Tracker Status):

Connection Error (Connectexception: Connection refused: connect)

 

There's a bit about it on the Internet, quite a few results on google anyway, but none of the results seem to really give a real solution or explanation of what the problem really is.

 

The download is working, but only at about 20kb/s which is rubbish.
