C-Reactive Protein Relationship With Complete Blood Count

My niece just had surgery and has developed a fever for about a week now.
The doctor told us she has high CRP but a normal blood count. 
How can this be possible? 
I would imagine her tissue damage and fever would trigger increased white blood cells in conjunction with the elevated CRP.
