What would be the mechanism for the oxidation of primary alcohol using sodium chlorate in basic solution, which is then acidified.

I managed to figure out the mechanism in acidic solution, but I have some problem here

OK, what's the mechanism in acid conditions? If we can see that it may be possible to work out how it would go in basic conditions.
