This is very true and to do with phase velocity, I don't fully understand it all, swansont does though! Or you could look it up on SFN (when he told me about it and it included links,) or look it up through google.

yeah, I know how the effect works, I was reffering more to the bit down near the bottom about light computers that could now be built from just varying the speed of light through the course of the chip
