If a solution containing carbonate is being electrolysed, does not decomposition of carbonate into carbon dioxide become more favourable?

Don't you need a catalyst such as platinum, and another element for the carbon to combine with besides hydrogen? Perhaps a surplus of oxygen could allow the process to speed up.

Does passing electric current does?

Water can be splitted very easily into hydrogen and oxygen but it is rather difficult for it to decompose spontaneously at high temperature.

Look at the electromotive series. H2O bonds break before CO3.
