Functions of different promotors in PinPoint cloning plasmids

In this PinPoint Xa-1 Vector, there are 3 different promotors (T7-promotor, tac-promotor and SP6-promotor). I'm confused why the T7-promotor and the tac-promotor are placed immediately after each other. Also, why is the SP6-promotor placed in opposite direction at the end of the MCS?
