How can i disperse Mint oil, Menthol,Thym Oil, Eucalyptus oil in aqueous medium (water) ?

Which suspending agent, dispersing agent, Emulsifying agent, Co solvent, Surfactant, emulsifying agent etc should be selected to disperse/Solubilize Mint oil, Menthol,Thyme Oil, Eucalyptus oil in aqueous medium (water) ? to make a true suspension, or transparent solution, or transparent emulsion.
