Benzene/Phenol naming

this confuses me...

 

benzene with a hydroxyl is phenol, Fine.

 

phenol with 1 or more hydroxyls goes back to being called Benzene again?

 

ie/ why is 1,2,4 trihydroxylbenzene not called 2,4 dihydroxyphenol?

That style of nomenclature is used sometimes, but I don't think it is the IUPAC way.
