The diagram I provided was just to show the question , of course the inner and outer walls would have to be connected by perhaps honeycomb designed ''struts'' . I did't know about a water layer which is an interesting concept . I would of thought some sort of microwave door design reversed would be a good way to protect from cosmic rays ? Or perhaps some sort of reversed magnetic bottling that effectively created a force field ?

Would a rocket be more structually stable with a vacuum layer between the inner body and external body ?
