Are PhD Engineers Scientists or Engineers?

Engineers in academia seem to do very similar research when compared to scientists (albeit a bit more on the application side), and I'm sure they apply the scientific method more that the engineering design process when doing research.

So, are engineers who do such type of research considered as scientists?

That is right. This is not an either/or. One can be both engineer and scientist.

When I was studying at the university, there were a couple of MD, PhD Electronic Engineers, possibly researching and engineering medical equipment, in addition to whatever classes they taught.

Scientists seek a more accurate set of observations and a better model, engineers seek a really groovy way of applying technology. (If no suitable problem exists for the potential technology they will invent one.)

I agree with Airbrush,an engineer can be also an excellent scientist. Fuzzwood, could you explain me your reference? I did not understood it. Maybe you were referring to Doctor Who? I never seen this series. :)
