The time scale they're looking at it day, rather than the second/minutes you'll be working on. I am not as familiar with working with emulsions. My assumption would be that yes, it would not evaporate as quickly or at least not very well if you managed to encapsulate the DCM somehow, but I am not 100% sure on that.
