Is it only Energy per element, together with the rate? Or, also friction, design, load, .......? Conceptually, is there another or just one? There are no fundamental limitations other than the speed of light itself. Every limitation is practical (and there are lots). I suggest that you read up on a couple of definitions, because I get the feeling that you are mixing up some words (like power, velocity, friction, viscosity).
