This does not quite make sense...

 

I think what you mean is that it is always possible to pick (locally in general) a Cartesian (or rectangular) coordinate system on space-time? This is a choice, it is a natural one in special relativity.

IIRC the concept of time perpendicular to space has been mentioned on several occasions on this same Forum. And in literature also.

Coordinate time in special relativity you mean?

 

Again, this is really a choice. It comes down to the fact that inertial references frames, which are more-or-less defined as the choice of Cartesian coordinates, are a prefered class of frames in special relativity.
