I have my doubts about this. an equal and opposite counter force or cancelation yes, I`m not sure if it would be neutral in the strict sense of the word though? a bit like 2 cars trying to pull away with equal force but attatched by a rope, ok the rope doesn`t move (no frequency), but it`s not exactly neutral per se, it`s still under strain.
