Nuclear reactors could power the Lazer based weapons (Would require a vast ammount of energy!) and the targeting systems already exist so I'd say its possible right now. I don't think it will happenm though becuase peopel don't like the idea of having potential nuclear bobm above their heads! The whole project is a waste of time. They tried before and failed and they'll probably fail now though even though we have the technology required to make the stuff!
