But being antisocial or psychopathic does not necessarily mean that you are a liar. I know of quite sincere psychopaths. On the other hand, people with personality disorders that predispose to schizophrenia (schizoid personality disorder for example) are often not able to distinguish between reality and their imagination, or wishes, so they lie. An evil liar would have a mix of personality disorders. Peope who call themselves evil liars, may do so as a joke, but there is a saying "There is a grain of truth in every joke".
