Science history: E and B unit adjustments

Difficult one, but someone might know:

At what moment in history are magnitudes of units of electric field (volts per meter) and of magnetic field (tesla) adjusted just right so that we don't need ugly constants in laws like Lorentz law or Faradays law of induction? Was this also the case in dark times before SI units?
